Comprehensive security in the 21st Century - The Finnish Model
Keynote and discussion with Alexander Stubb, President of the Republic of Finland

On the occasion of his visit to Germany, Alexander Stubb, President of Finland, will visit the Hertie School to discuss the topic of comprehensive security.

Russia’s attack on Ukraine on the 24th of February 2022 plunged Europe into a new era of disorder. For Finland it meant a drastic change in security environment. After decades of military non-alignment, Finland applied for NATO membership together with neighbouring Sweden. Globally, strategic competition is becoming prevalent. Hybrid influencing and weaponized interdependencies require new ways to build resilience and deterrence.

Owing to its history and geographical location, Finland has long been a frontrunner in comprehensive security. The Finnish security model brings together different societal actors with the aim that society is rapidly able to mobilise resources where needed, and adapt and recover in a swift manner, no matter what crisis the country faces. Now, this concept is quickly gaining ground in a broader European context. The war, increased global tensions, and a range of interconnected security threats all underline the importance of societal preparedness and resilience. During his visit to the Hertie School, President Stubb will discuss Finland’s experiences and potential ways forward in developing European resilience.

Alexander Stubb

  • Cai-Göran Alexander Stubb is the 13th President of the Republic of Finland. He was inaugurated on 1 March 2024. During his career, Stubb has been appointed f. ex. Member of the European Parliament, Minister for Foreign Affairs of Finland, Minister for European Affairs and Foreign Trade of Finland, Prime Minister of Finland, and Finance Minister of Finland representing the National Coalition Party. He was also a Chairman of the National Coalition Party from 2014 to 2016. Before his election as President of the Republic, Stubb was Director and Professor of the School of Transnational Governance, European University Institute. Stubb is enthusiastic about sports and literature.

Cornelia Woll

  • Cornelia Woll is President of the Hertie School and Professor of International Political Economy. Woll came to the Hertie School in 2022 from Sciences Po in Paris, where she had served in many roles since 2006, including President of the Academic Board, Professor of Political Science, Co-Director of the Max Planck Sciences Po Center. She has been a visiting professor at Goethe University Frankfurt and Harvard University. Her research focuses on the international political economy and economic sociology, in particular regulatory issues in the European Union and the United States.
